History

The Grenada Medical and Dental Council (“GMDC”) was established in 2010 by the Health Practitioner’s Act. Pursuant to the Act, the Grenada Ministry of Health appoints Council members to carry out GMDC’s responsibilities to oversee “educational institutions with respect to the education of persons in the practice of the medical or dental profession” and “to promote high standards in the practice of medicine and dentistry” in Grenada. In 2017, the Grenada Parliament Cabinet formally adopted Resolution #1583, authorizing GMDC to “take the necessary steps to develop a new accreditation system to accredit medical schools in Grenada and to begin the work to perform this necessary function.” In March 2019, the Grenadian Parliament amended the Health Practitioner’s Act, granting GMDC the authority to accredit medical schools operating in Grenada. The 2019 amendment authorizes GMDC to undertake all activities necessary to evaluate, accredit, and monitor medical schools in Grenada, and prohibits any person or institution from advertising, conducting courses, or delivering services of a medical doctor degree program unless accredited by GMDC. In addition to the Ministry of Health, the Ministry of Education provides professional and administrative support to GMDC in its accreditation capacity.

In December 2019, the National Committee on Foreign Medical Education and Accreditation (“NCFMEA”) determined that the standards and processes for accreditation used by the Ministries of Education and Health in order for GMDC to accredit medical schools were comparable to those applied to medical schools in the United States. Our Mission

GMDC aims to promote the highest standard of professional healthcare in Grenada and to maintain public confidence in medical, dental, and allied health professionals. GMDC’s duty in the registration of physicians is the protection of the public by ensuring duly registered physicians and dentists deliver quality healthcare. GMDC is charged with supporting and ensuring good medical practice through continuous review of:

 

Required medical training
Continuing medical education
Adherence to compulsory medical insurance coverage
Maintenance of a national registry of physicians and their qualifications throughout their professional careers.

Dr. Julie Du Bois is a Grenadian dental practitioner since 1985. Dr. Du Bois owns and manages her own company, Gentle Dental Care Ltd. and is the current president of the Grenada Dental Association. A proud graduate of the University of Havana Dr. Du Bois keeps up to date with the industry by subscribing to several dental journals and by attending annual dental meetings of the American Dental Association.

Dr. Beverly Nelson

Beverly Nelson, CBE, MD, FAAP is an American Academy of Pediatrics board certified pediatrician currently employed by the Ministry of Health as a Consultant pediatrician/Head of department, serving in that role for the past thirty years. Dr. Nelson co-founded a pediatric subspecialty project CHORES (Children’s Health Organization for Relief and Educational Services) which continues to provide subspecialty services to Grenada’s pediatric community even today. Dr. Nelson served on various bodies for the Ministry of Health including Adoption Board, Child Welfare Authority and the Grenada Medical and Dental Council to name a few. Dr. Nelson was awarded the Commander of the British Empire (CBE) award by the Government of Grenada in 2016, a product of her work in the Grenadian community and continues to support the expansion of healthcare for the pediatric population, by her involvment in the recruitment of training and equipment and her committment to supporting trending concerns in the Grenadian pediatric population. Dr Nelson is married and has three daughters.

Dr. Jennifer Japal-Isaacs

Jennifer Japal-lsaacs is a General Practitioner and Dermatologist in a self-owned and managed private practice in St. George’s, Grenada. She previously worked at the Queen Elizabeth Hospital in Barbados from 1975-1979, and subsequently at the St. George’s General Hospital until 1981. She holds a MB, BS degree from the University of Delhi, Lady Hardinge Medical College as well as a DDSc with Distinction from Cardiff University.
Currently a member of the Grenada Medical and Dental Council, she has previously held the position of President of the Grenada Medical Association (GMA) and was instrumental in the founding and
production of the GMA Journal. She has served on the Executive of the Grenada Planned Parenthood
Association for decades, and more recently, on the Executive of the Caribbean Dermatology Association.
She was also a founding member of the Grenada Chapter, Caribbean College of Family Physicians. Her
voluntary work has included the National Children’s home Trust and currently, the St. Andrew’s Kirk
Rebuilding Committee which she founded to raise funds for the restoration of one of the historic
landmark churches destroyed completely by Hurricane Ivan in 2004.

Cheryl Roxanne Nedd is a dental practitioner at Sunsmile Dental Clinic in St. George, Grenada, with 31 years of dental experience. She received her Bachelor of Dental Surgery from King’s College University London, her Licentiate in Dental Surgery from The Royal College of Surgeons of England, and her Vocational Training Certificate for General Dental Practice from the Welsh Dental Vocational Training Scheme.

Mr. K. Lincoln Morgan

Mr. Morgan holds a Master’s degree in Education and and has worked more than three decades in the field of Education and Training. This include 17 years in tertiary education and more than 10 years in technical and vocational education and training. His experience includes providing leadership in the development and delivery of training programmes as part of the national workforce development strategy, 7 years as head of a community college and another 10 years as the Chief Executive Officer of the National Training Agency in Grenada. Additionally, he served for four years as the Deputy Chair of the Caribbean Association of National Training Authorities, a body responsible for overseeing training and certification programmes for workforce development in CARICOM member states. Mr Morgan also served as the Director of the Student Support Services Unit of the Ministry of Education in Grenada and contributed to the set-up of the Unit and the implementation of capacity building programmes for technical staff.

Dr. George Mitchell

Dr George Mitchell is currently the Chief Medical Officer in the Ministry of Health, Social Security and International Business (MOHSSIB) in Grenada a position he has occupied for the past five years. He acted in the post for two years prior to his confirmation in 2014. After graduating from the University of Havana, Cuba in 1990, Dr Mitchell completed a one year internship at the General Hospital in St George. Two years later his served at the District level as a District Medical Officer before he became Senior Medical Officer in 2010 with responsibility for Chronic Non Communicable Diseases, Primary Health Care and provided direct supervision of the District Medical Officers throughout the country. He also holds a Diploma and a Masters degree in Dermatology from the University of Cardiff, Wales and a Masters in Public Health from the St. George’s University (SGU). He also taught medical bio-ethics and physiology in the Clinical Skills department at SGU.
In his current role Dr Mitchell is the chief policy advisor to the MOHSSIB on all health related matters. He represents the MOHSSIB on several committees including the Grenada Medical and Dental Council, the Allied Health Professionals Council, the Pharmacy Council, the Nursing Council, and the Pesticide Control Board.

Dr Mitchell also represents the MOHSSIB on many regional bodies including the Technical Advisory Committee of the Caribbean Public Health Agency (CARPHA), the Caribbean Accreditation Authority for Medical Education and other Professionals (CAAM-HP), and CARPHA Board. He also represented the MOHSSIB on the PAHO Executive Board. He represents the MOHSSIB in international health related forums and in Focal Point for the International Health Regulations (IHR) and the International Atomic Energy Agency (IAEA). Dr Mitchell has participated in several research projects and publications. Dr Mitchell reads and speaks fluent Spanish.
